ATTACHMENT 2: CONSTITUTIONAL LAW ON POLICE MATTERS AND THE JOINT INVESTIGATION AGENCY
Article 1 <component state> police
Each <component state> police may not number more than 700
police personnel plus five police personnel per thousand <component
state> inhabitants. <component state> police may only carry
weapons appropriate for normal police civilian duties.

Article 2 Joint Investigation Agency
There shall be a Joint Investigation Agency comprising <common
state> and <component state> police personnel, hailing
in equal numbers from each <component state>, and reporting
to the Attorney-General of the <common state>. It shall combat
terrorism, drug trafficking, money laundering and organised crime.
It shall also investigate alleged violations of police duties by
<common state> or <component state> police, or of Article
6(3) and (4) of the Constitution, upon request of any <common
state> or <component state> authority.
Article 3 Cooperation
The Joint Investigation Agency and the <common state> police
shall cooperate with each other and with the police of the <component
states> pursuant to the Cooperation Agreement on police matters
between the <common state> and the <component states>.
